NEW YORK CITY — Visitors to the Ciena Co. booth at the recent Ethernet Expo here lined up to scan their ID badges at a vending machine to receive a free t-shirt. The machine’s touchscreen display prompted visitors to swipe their NFC badges on a card reader below. A product selection screen then appeared, from which each badgeholder could choose a t-shirt that promoted Ciena, a provider of telecommunications networking services.

“It is a great way to give away swag and obtain ID badge information at the same time,” said Jeff Thibodeau of Innovative Vending Solutions, the Dayton, OH-based company that provided the machine for the promotion.

The Patriot Express Program is designed for small businesses that are 51 percent or more owned/controlled by veterans or members of the military community.
About the Program
Maximum Loan Amount: $500,000
Maximum SBA Guaranty %: Follows SBA standard 7(a) guarantee percentages
Interest Rate: Rate may be fixed or variable; lenders and borrowers can negotiate interest rate, but lenders may not charge more than 2.25 % over prime rate for loans of less than seven years and 2.75 % over prime for loans greater than seven years; lenders may charge 1 % more for loans of $50,000 or less and 2 % more for loans of $25,000 or less.
Eligibility Decision: Must meet standard SBA 7(a) loan eligibility and must be 51 % or more owned/controlled by:

  • Veteran (other than dishonorably discharged);
  • Active Duty Military: potential retiree within 24 months of separation and discharging Active Duty member within 12 months of discharge (TAP eligible);
  • Reservist and National Guard;
  • Current spouse of above or spouse of service member or veteran who died of a service-connected disability.
Revolving Lines of Credit: Up to seven years with maturity extensions permitted at the outset.
SBA Turnaround Time Within 36 hours
Forms: Streamlined: Lender primarily uses own forms and procedures.
Collateral: Lenders are not required to take collateral for loans up to $25,000; may use their existing collateral policy for loans over $25,000 up to $350,000, but must take available collateral for loans greater than $350,000.
Credit Decision By lender.
Purchase May request expedited SBA purchase on small loans or in situations where liquidation may be delayed.

Loans made under this program generally follow SBA’s standards for the 7(a) Loan Program.

Eligibility

A lender may be eligible to participate in Patriot Express if it currently participates with SBA and meets certain performance standards. There are no minimum SBA loan volume requirements to begin making Patriot Express loans. A non-SBA lender that makes a reasonable number of commercial loans of $50,000 or less may be eligible to participate, but must apply for SBA loan authority.

SBA PATRIOT EXPRESS Loans that Mean Business for Veterans

If you’re a veteran, you could be in business right now, with the Small Business Administration (SBA) loan programs and services for veterans.

Carts Blanche’s veterans business resourse plan can put you to work in your own business.

The SBA “Patriot Express” loan programs to help people in the military community open their own small businesses.

Patriot Express loans are available to veterans, service-disabled veterans, active-duty military eligible for the military’s Transition Assistance Program, Reservists and National Guard members, current spouses of any of these groups, and surviving spouses of members or veterans who died during service or from a service-connected disability.

SBA Loans up to $500,000 may be used for business start-up, expansion, equipment purchases, working capital, inventory or business-occupied real estate purchases. Interest rates generally are 2.25 percent to 2.75 percent above the prime rate, based upon the amount and maturity of the loan.

Veterans’ business development officers man SBA district offices in every state. They can provide lists of area Patriot Express lenders as well as additional small business advice and resources.

In addition, Carts Blanche, LLC and the Veterans Business Outreach Program provides entrepreneurial development services such as business training, counseling and mentoring to eligible veterans owning or considering starting a small business.

Currently, the SBA has defined for regions for Veterans Business Outreach Centers.
